Services
City Services, Inc. was founded in 1984 by William L. “Billy” Hays with
the core enterprise consisting of leak location and detection, cathodic
protection application, meter test and repair, and rate structure
design and consulting. City Services currently provides these services
to approximately 60 Municipalities, Universities, and other government
entities located in the tri-state area.
  • Annual Natural Gas Leak Survey. This survey is required by
    Federal Code §192.706 to be conducted annually, not to
    exceed a period of 15 months between surveys.

  • Annual Cathodic Protection Survey. This survey is required by
    Federal Code §192.465 to be conducted annually, not to
    exceed a period of 15 months between surveys.

  • Annual Atmospheric Corrosion Control Survey. This survey is
    required by Federal Code § 192.481 to be conducted every 36
    months, not to exceed a period of 39 months between surveys.

  • Regulator Station Testing and Inspection Survey. This survey is
    required by Federal Code § 192.739 to be conducted annually,
    not to exceed a period of 15 months between surveys.

  • Regulator Station Testing of Relief Devices. This survey is
    required by Federal Code § 192.743 to be conducted annually,
    not to exceed a period of 15 months between surveys.

  • Odorization of Gas. This is required by Federal Code §
    192.625 and reports filed monthly.

  • Complete and file annual reports required by the Department of
    Transportation (RSPA-DOT F-7100) and the Department of
    Energy (EIA-176) per Federal Code §192.11.

  • Conduct annual meter flow proof and calibration test on all
    large capacity meters.

  • Provide Monthly report of gas system lost and unaccounted for
    gas, sales, purchases, and revenues.

  • Monthly visitation by a representative of City Services, Inc. to
    provide consulting services.

  • Review of gas rates and structure provided on as needed basis.

  • Conduct periodic review and inspection of system records to
    insure compliance with State and Federal regulations.

  • Attend meetings and seminars of the behalf of the city that are
    relevant to system operations, Federal & State code and
    regulation updates and changes.

  • Provide assistance in negotiating with existing or potential
    industrial and large commercial customers for load
    management and price structuring.

  • Prepare and present annual gas reports to management as
    requested.

  • Gas Purchases / Hedging / Options – Fixed, Call, Collar.

  • Emergency Response Planning for Fire, Flood, Hurricane,
    Tornado, Natural Disaster and Riot.

  • Operator Qualification of City Employees as required by
    Federal & State regulations.
